General Information:
1.1. Establishment of the Organization:
At first Md Liton Mondol took initiative to establish this organization by the inspiration of the founder members on 01 January 2005.

he mission of Dishari to enhance the lives and livelihoods of the poor and reduce their vulnerability, promote empowerment, and improve access to development opportunities and resources. Dishari collaborates with local government, private sector, NGOs, donor agencies to ensure sustainable development.
1.9. Objectives
Dishari aims to build a better world by intervening in a comprehensive way. Listed below are the defined objectives of theDishari:
► To pilot, evaluate and scale-up innovative solutions to bridge the information, technology and product gap that exists in rural Bangladesh. To conduct experiments on social development activities and other social issues; and to rigorously evaluate the impacts of these activities and experiments.
► To establish, organize and conduct training facilities for skill enhancement and capacity building aiming for disadvantageous and under-privilege population of Bangladesh. To provide market and supply chain linkage to people and communities involve in farming and non farming sector activities with urban retail channels ensuring fair price at both producers and consumers ends.
► Creating job-banks and skill-centers to provide quick and easy access of job openings to the skilled workers trained at the local areas. Facilitating and implementing support
program for improving education and health sector o --=-- Bangladesh.
► Reaching-out to the people with relief and rehabilitation works during the time of man-made or natural disasters to ensure proper disaster management, right targeting with innovative. and better incentivized products and services to make people reap the best during the time of crisis.
► Provide better and innovative solutions to ensure financial access and inclusivity for the unbanked population of Bangladesh.
► To generate employment for jobless youths.
► To establish women empowerment in the society and to establish dignity and rights of women in every sphere of social and economic life.
► To facilitate migration activities of future migrants to foreign countries by providing them required training to acquire skills, occupational health and safety information as well as job and wage related consulting and advocacy support to smooth the migration process.
► To provide consultancy service to local and international business and public entities on market linkage, strategic management, effective business solutions, market assessment and human resource related issues.
► To provide an effective platform for foreigners to initiate collaborative research, market and investment communication with local public, private and NGO communities by ensuring smooth and secured travel arrangements, scheduling business meetings and providing support for legal and administrative issues in Bangladesh.

3.1. Safety and Security of Personnel:
Safety and security of personnel is a key concern of the organization. As nature of work is mainly field based, officials are highly aware and motivated to maintain personal safety and security. It is completely forbidden to use any kind of unsafe tools or equipment at workplace.
·' 3.2. Safety and Security of Organization Property: Concern lead of each project/program/unit head is responsible for the properties belong specific project/program/unit.
3.3. Smoking Free Zone:
Organization will maintain smoke free office and gatherings.
3.4. Neat and Clean:
Organization will maintain neat and clean office atmosphere. Office equipment must arrange in a certain order so that each and every space utilize properly.
3.5. Human Trafficking
Dishari will follow Zero tolerance policy regarding human trafficking. The Organization will not connect any kind of person or organization involved with human trafficking work & also takes initiative to prevent it. The Organization will not enroll such kind of person if s/he is proved involving with human trafficking work in spite of having high qualification & ability. If anybody is proved to relate with this kind of work, the organization will fire him/her including taking all kinds of legal action.
3.6. Physical Disability
• The organization will take initiative for the development of physical disable person.
• The organization will create employment opportunity and friendly working environment for the person with disability.
• The organization will provide supports to the physical disable people with its highest capacity.
• The organization will make necessary advocacy to ensure the rights of disable person.
3.7. Child Safety Policy
Dishari will ensure to protect the children against allkinds of repression,negligence, absorption &torture under the Certification of Child Rights adopted by The

United Nations in 1989. The organization will assure to use
the talent of the child & protect them from absorption.

3.8. Intellectual Property Policy
All Publications, journals, proposals, website, Social• media content, letters and all other documents which are belong to this organization •are to be treated as the intellectual property of the organization. These are to be used confidentially and completely prohibited to abuse. In case of unauthorized use of the intellectual property, s/he will be considered as criminal activity and would be penalized.
3.9. Gender Policy
Dishari is a gender sensitive organization. The Organization will provide equal opportunity to anybody appointing any kind of staff and maintain the following principles: (i) Gender equality is the key to sustainable development; (ii) Gender friendly working environment; (iii) Women empowerment will be a major focus of the organization.
Classification of staff, Appointment & General Rules
4.1. Classification of Staff:
There will be 6 types of staff appointments.
4.1.1. Regular Staff:
As per Schedule-1 "Regular Staff" is meant that the staff is appointed in the organization in a specific salary scale also called as core staff.
4.1.2. Project Staff:
The Organization implements a project that lasts for a specific time; the staff appointed for this kind of project is called project staff. With the completion of project their appointmentalso will be ended. They will be guided as per salary/structure as well as organizational policy.

4.1.3. Contractual Staff:
The staff who is appointed for special job for a specific time called contractual staff. By the condition of the contract, they are paid salary & other benefits. At the end of the contract period the appointment also be ended. However, the contract may be renewed or may be enrolled as permanent staff of the Organization.
4.1.4. Part Time Staff:
As per demand of the project/program of the organization it may require to be appointed as part time staff. All the advantages of a part time staff such as salary, working time & other benefit will be given as per job condition.
4.1.5. Wage Based Staff:
If it is needed for Organization's interest to hire people for watching office, cleaning, construction or any other purpose may require to be appointed as wage-based staffs. "No work no pay" system. In this case their job will be guided by the job descriptions of the appointment letter.
4.1.6. Intern Staff:
Typical internship programs are 3 to 6 months long, and the interns may work on a specific project or a series of projects.
4.2. Creation of New Position:
For creating any new position it is mandatory to get approval from Executive Committee. In case of project demand or demand from the donor organization, Chairperson may create new position.
4.3. Power of Appointment/Release:
The Chairperson has the power to appoint or release any staffs. He may seek recommendation from Executive Director or the
Executive Committee of the Organization. In case of appointing
any foreign staff the Executive Committee needs to approve fo
obtaining permission from specific department of Governme .

4.4. Age of Staff at the time of Appointment:
For general appointment candidate shoutd be Banglade·shi by birth whose age will be 18 to 35 years. However, the authority can loosen - up the age limitation of the candidate considering his/her level of experience and skills. Certificate is to prove his/her age with the SSC or equivalent examination certificate/Birth Certificate/ National Identification card/ Passport.
4.5. Health Fitness:
In case of project demand the candidate may need to submit health certificate issued by registered doctor.
4.6. Character/ Citizen Certificate & Educational Qualification:
1: The candidate applies for a post, he/she must prove the
required educational qualification.
2: If any person is dismissed from other organization for his/her dishonesty, financial corruption or punishment given by court then he/she will not be allowed to appoint/reappoint in the organization.
3: Experienced candidate needs to submit the latest release letter from the last working organization.
4.7. System of Staff Appointment:
The Organization appoints staff by three systems. Such as: Direct appointment, Promotional appointment & Contractual appointment.
4.7.1. Direct Appointment&.Conditions:
A. The program/project/departmental head will demand staff requirements to Executive Director with proper explanation.He/she will provide,needed staff's job description, job specification with the staff requirements. Executive Director will forward to Chairperson with
enrollment/not enrollment.
B. The Human Resource & Administration Department of the organization will publish job advertisement in popular daily Newspaper, Online advertisement, or website/ facebook page mentioning applicant's educational qualification, age, experience, salary, types of job (regular/irregular), last date of receiving application etc.
C. The authority will take decision for appointment how many candidates will be appointed by promotion & direct appointment in case of appointment of various positions. If it is needed to direct appoint to a position, it will be given priority to the departmental staff of the organization. If such kind of departmental candidate passes written & oral examination, he/she will be promoted to the next immediate position. In this case his/her job activities will continue.
D. An appointment committee to be formed by the Chairperson to select qualified candidates by written or oral examination.
E. In case of absence of the Chairperson, the Executive Director may issue appointment letter with due concern of Chairperson/ Executive Committee.
4.8. Education Certificate Verification:
It is mandatory to verify all the education certificates during staff appointment process. Verifying main copy and checking online may help for the process.
4.9. Previous Work Record:
It is mandatory to check all the previous work information at the time of appointment for the Grade 7 and above positions.
4.10. Promotion, Demotion, Reward & Punishment:
4.10.1. Promotion: If there is a vacancy and an employee successfully completed the job duration as stated in the following table, the authority may conduct written, practical test for promotion.

The test result will be added with last three years performance appraisal rating. A committee will evaluate all the records and report of the employee and may be promoted to the next grade.
Sometimes for regular staff may not possible to give promotion having no vacant position, block post or other condition; s/he would be given highest financial advantages allowing for time scale/selection grade etc.
4.10.3. Demotion: If any employee obtains rating 2 or below in the Annual Performance Appraisal, s/he will be given a chance for development for 6 months maximum. If there is no satisfactory result with the given time then s/he will be given demotion or redundant from the position.
4 '10.4. Reward: A reward may be given to an employee for an outstanding contribution to the foundation. A committee
be formed for justifying his/her level of contribution.

4.10.5. Punishment: If any employee commits criminal offence or breaks disciplinary rules s/he may be suspended or redundant from the position. A committee to be formed for justifying his/her level of offence.
4.11. Probationary period
A. The standard probation period of all the staffs will be 06
(six) months.
B. The staff will be terminated with or without prior notice from job if he/she fails to prove required skill within the period.
C. If the job period is below two years of any project, the probationary period of all the staffs will be 03 (three) months.
D. The authority can release the staff at any time without giving any notice if his/her work or behavior is not satisfactory during probationary period.
E. During probationary period the staff will get 01 (one) day casual leave. If any staff needs additional· leave during his/her probationary period, it will be without pay.
F. During probationary period if a staff availed paternal, medical leave or any form of leave which is more than 01 day per month, the extra days will be extended from the probationary period.
G. There is no probationary period for contractual job.
4.12. Job Permanent:
There will be probation end written, oral and practical examination, the staff should secure at least 60% number from all individual examinations. Performance appraisal rating should be at least 3. Satisfactory completion of all above the staff will be confirmed for permanent job in the Foundation.
4.13. Resignation:
Any one wants to resign from his/her position must provide written notice to the appropriate authority prior 30 days from the date last working day. In case of failing to provide 30 days resignation notice, the authority will deduct one month gross salary from the individual.
4.14. Transfer:
All regular staff of any program/project is bound to work for the interest of the organization at any transferred working place. Relocation allowance (50% of the actual cost) will be paid.
4.15. Responsibility Handover during Job Transfer:
Transferred staff will have to submit all his responsibilities, related official documents/materials such as-papers, documents, assets, vehicles, and store to new staff or staff selected by the appropriate authority. Transferred staff to be obtain clearance certificate from the person who takes over the responsibilities.
5. Maintaining Personal File
It is mandatory to maintain personal file. Human resource department will retain all necessary documents of the employees which are needed for the organization listed below.

5.2. Working Hours
► Standard hours of work shall consist of 40 hours per week unless otherwise stated in the letter of appointment.

► In the office, standard working hours shall normally from 9:00 am to5:00 pm from Sunday toTh bf.Cl'V, excluding half an hour for lunch.
► Drivers shall work an additional half hour before and an additional half hour after normal working hours for vehicle maintenance, cleaning and repair.
► In the field or office, the nature or demand of work may necessitate departure from normal working hours. This will be subject to the circumstances.
► It is the responsibility of the Executive Director to ensure the office is staffed between 9:00 am and 5:00pm from Sunday to Thursday.
► During working hours, the employee is expected to devote his or her energies to the work of the organization.
► The decision to reduce standard working hours from 40 hours per week during the month of Ramadan shall be· determined in advance by the ·chairman/Executive Director.
5.3. Overtime
Overtime will not be paid to employees except in exceptional circumstances determined by the management.

Reporting Procedure
6.1. Within the Organization:
Every person is responsible to report to his/her immediate Supervisor and the Supervisor will report to Executive Director within the deadline of the assigned task. In case of failure to complete his/her task should be reported well before.
6.2. Reporting to the Partners or Donors:
Project Lead/ Executive Director/Chairman will communicate with the partners and donors. Anyone communicating /sending information to any external partners/ donors must make CC to Chairman & Executive. Director.
6.3. Media Reporting:
Chairman/Executive Director is the legal authority who can represent print/ TV/ digital media for organizational issues. With the permission of the Chairman or Executive Committee any authorized person can face the media.
6.4. Social Media Policy:
Social media such as Facebook, YouTube Twitter, Google+, Instagram and blogging represent a growing form of communication for not-for-profit organizations to engage members and the wider public more easily than ever before. Staff and volunteers may, from time to time and as appropriate, post on behalf of MOMODa FOUNDATION using its online profiles, but the impression should remain one of a singular organization rather than a group of individuals. The Organization encourages the sharing and reposting of online information that is relevant, appropriate to its aims and of interest to its stakeholders. The Organization will not knowingly post incorrect, defamatory or misleading information about its
own work, the work of other organizations, or individual None of its employee will post misleading infor.

Note:4- The Perdiem is the cost of living and related costs. Perdiem will be applicable, if it seems impossible to back to the work station before 11: 59 PM Or there will be pending jobs in the next morning and if he/she stays overnight 80 KM or far more from duty station.
8. Pay Scale:
21 Note: This pay-scale is standard one. The actual payment structure may be different and subject to organization budget and executive committee approval.
8.1. Salary Day: 0Sday of next month is the salary day. If 05 day is holiday then salary will be disbursed on 06 day. If 04 day is holiday then salary will be disbursed on 01 day.
8.2. TA/DA: TD/DA will be disbursed within 12 day of next month.
8.3. Festival Bonus: All permanent staffs are entitled for two Festival Bonus. Project staffs completed 06 months will also be entitled for festival Bonus. Muslim Staffs will receive Eid-ul-Fitr and Eid-ul-Adha festival bonus. Staffs from other religion will receive festival bonus subject to their two main religious festivals. The bonus amount will be equal to the basic salary. The amount to be paid before 10 days of the respective festival.
9. Procurement Methods:
Four methods to procurement will be followed:
9.1. Spot Purchase Method
Any Purchase below than 10,000.00 would be considered as Spot purchase. Cash payment is allowed for this type of purchase.
9.2. Spot Quotation Method
Spot Quotation Method can be done for any purchase from 10,000.00 to 50,000.00 with comparison within 3 or more quotations.
Any purchase worth 10,000.00 to 50,000.00is needed to collect spot quotation from the open market.
• Comparative study to be carried out by the purchase committee for selecting the right vendor(s) for purchase the products and/or services.
• Purchase & collect original copy of bill for documentation.
• Signature of the goods and or service receiver and signature of the account is essential.
• Payment to be made in Account payee cheque.
• If the product is fixed asset, list in the fixed assets regist
9.3. Vendor Selection Method
The organization will follow the vendor selection method/matrix fo_r selecting the approved vendors which is approved by the management. Vendor Selection Method can be done for any purchase from 50,000.00 to 500,000.00
• Any purchase worth 50,000.00 to 500,000.00 is needed to collect quotation among the enlisted vendors.
• Comparative study to be carried out by the purchase committee for selecting the right vendor(s) for purchase the products and/or services.
